It could be. There wasn't an exit wound though, so... that means the bullet that would have hit him was either the one at the scene, or the missing one.

That, or the murder weapon may have been something distinct. Like the owner would have been the only one to have it, so if we examine it to the body, we would have figured it out.
Probably. The castle was pretty strict about there needing to be a vote, and I'm sure the case is the same here, too. So we'd have to scapegoat someone again.
